The reason Tino doesn't have his number retired has more to do with the fact that O'Neill, Jeter, Williams and others were as good or better and were always bigger fan favorites. I doubt it has anything to do with his second stint with the team. Monument park isn't the hall of fame, its a small area of the park and I don't see why the fan favorites shouldn't be there.
